4.2 The Evolution of Activation Policies Targeting Recipients of Social Assistance
The municipal social authorities have had the ability to activate recipients of social assistance since 1977.14 Activation was originally intended to reduce youth unemployment. Compulsory activation of social assistance recipients can be dated back to 1990, when 18â19-year-old clients were given the right and put under an obligation to participate in activation measures after having received social assistance for two weeks. In the following two years this programme was extended first to the 18â20 age group and then to those aged 18â24.15 In practice many municipalities also provided activation programmes for recipients aged 25 and over, part of them even when the beneficiaries had major problems other than unemployment, for example mental or addiction problems. This line of action was incorporated in the 1993 Municipal Activation Act.16 This Act was replaced in 1997 by the Active Social Policy Act (âLov om aktiv socialpolitikâ). The 1997 Act was later amended many times and in 2003 complemented by the Active Employment Contribution Act,17 which also applies to claimants of unemployment benefits.
